Hello. I’ve upgraded to Windows 10, but apparently, the process did not succeed as I received an error attempting_execut_on_nonexecute_memory, which was followed by a forced system restart. At boot, the system got stuck at “choose your keyboard layout screen” screen. I have no idea what should I do. Need your help ASAP!

“Choose your keyboard layout” pop-up is an issue that might occur when upgrading to Windows 10 from older versions of the OS. However, users also report about this Windows upgrade [1] problem which happens after the installation of Creators Update or Fall Creators Update. The problem might appear after the incorrect system shutdown too, for instance, if the electricity went down or you accidentally unplugged PC from the power source.

More often than not, this problem is triggered by corrupted Windows 10 upgrade files. This does not mean that the upgrade itself is corrupted, but rather some of its files might get wrong during the download or installation process. Users claim that the OS restarts to a screen that displays “Choose your keyboard layout” error only.

One of the reasons why the computer gets stuck on “Choose your keyboard layout” screen is security update KB4074588 (OS Build 16299.248) which broke some USB devices. [2] However, Microsoft released an update that fixes “Choose your keyboard layout” issue on 13, March 2018. Therefore, you should run Windows Update service to install the update.

The issue might reoccur due to corrupted Windows OS updates and “Choose your keyboard layout” triggers issues with machines that run Windows 10 versions with particular vulnerabilities or bugs. Going to the latest versions can fix most of those problems. Corrupted upgrade files can cause various issues, so go through suggestions below and try at least a few of them to fix “Choose your keyboard layout” screen.

Another prevalent reason of the Windows 10 upgrade stuck at “Choose your keyboard layout” screen is a driver issue as one of the device drivers (usually Universal Serial Bus controllers [3] ) may go down or encounter compatibility problems while upgrading.

When something goes wrong with Windows, it delivers a “Preparing Automatic Repair” window on system startup and laters show “Choose your keyboard layout” screen. The problem is that this error renders the mouse or keyboard useless, which is why the PC’s user cannot perform any tasks with the PC.

In some cases, users can fix “Choose your keyboard layout” screen error by rebooting a computer. However, such a simple solution does not always work. Nevertheless, there’s a workaround that helps to solve this problem entirely.

How to fix “Choose your keyboard layout” screen on Windows 10

First of all, you should check if your keyboard or mouse works on other computer or laptop. Hence, connect them to another device and make sure that there’s any problem with them. However, if mouse and keyboard are working just fine, you might need to try other methods.

Install KB4090913 update

Windows security update released on February 13, 2018 (KB4074588 (OS Build 16299.248) broke some USB devices. However, installation of KB4090913 update should solve the problem:

  1. Open Start and navigate to Settings.
  2. Choose Update & security.
  3. Click Windows Update.
  4. Hit Check for updates button.

Install KB4090913 update.

  • Restart the computer and check if it helped to solve the problem.
  • Start the Windows 10 Recovery Environment to install the update using Command Prompt

    If the “Choose your keyboard layout” error is caused by the previously mentioned security update, you might be able to make your keyboard, mouse or touchscreen working in Windows 10 Recovery Environment:

    1. Reboot computer three times before the system finishes loading the desktop. This should help to launch Windows 10 Recovery Environment automatically. If not, you can use the installation media.
    2. When you see the recovery screen on your PC, choose Troubleshoot.

    Click Advanced Options and open Command Prompt.

    In the Command Prompt type the following command:
    For 32-bit Windows: dism.exe /image:c:\ /remove-package /packagename:Package_for_RollupFix

    For 64-bit Windows: dism.exe /image:c:\ /remove-package /packagename:Package_for_RollupFix

    IMPORTANT:
    Change C: with the appopriate drive letter, if Windows is located in other directory, not in C: drive.

  • Close Command Prompt.
  • Click Continue to close Windows Recovery Environment.
  • Restart the computer and install available Windows updates. Navigate to Start > Settings > Update & security > Windows Update > Check for updates.
  • Create a bootable Windows 10 USB

    First of all, you need an alternative PC that you could use for creation of bootable Windows 10 installation drive. Once you have access to a working PC, prepare a USB stick that is empty and has at least 8 GB of free space.

    1. Now navigate to the official Microsoft’s website and download the Windows 10 ISO file.
    2. When the ISO file is downloaded to the system, plug-in the USB drive and transfer the file to it. You can find more information on how to create a bootable Windows 10 USB drive here.
    3. When you have a bootable USB with Windows 10 installation in hand, plug it into your PC and restart it.

    Run Command Prompt

    1. Select the Recovery Menu on the Choose an option screen and click Troubleshoot.
    2. Now under Advanced Options menu select Command Prompt.


    Copy and paste the following commands in the Command Prompt window and press Enter:

    chkdsk c: /f
    bootrec /fixmbr
    bootrec /fixboot
    bootrec /rebuildbcd
    bcdboot c:\windows /s c:

    In case this method did not work, you can try boot into Safe Mode with Networking:

    1. Reboot Windows several times in a row. Failed reboots will start an Automatic Repair.
    2. In the Automatic Repair Window, select Troubleshoot ->Advanced Options.
    3. Then open Startup Settings and click Restart.
    4. Now click F5 or 5 to access Safe Mode with Networking.
    5. Once you access the desktop, right-click on Windows key and select Device Manager.

  • Check each category of drivers to find out if any of them are malfunctioning. Problematic drives are usually marked with a yellow exclamation mark.
  • If none of them are labeled as outdated or corrupted, then we would strongly recommend updating all Universal Serial Bus controllers.
  • Reinstall Windows 10

    Stuck at the ‘Choose Your Keyboard Layout» Screen

    I just updated Windows 8 and it completed successfully. However, when I went to IE I noticed the screen was flickering and I saw a popup that said Installing.

    After seeing nothing was happening besides the filckering, I tried to restart the computer to see if that helps. When the PC went to reboot, a blue screen with white lines popped up and the PC reboot again by itself. It then went into Automatic Repair and brought me to the Choose Your Keyboard Layout screen. I can not do anything at this screen. I tried hitting every key on my keyboard when I noticed the cursor buttons didn’t work with no results. I know it’s not my keyboard since I can hit the F2 and F12 buttons on the load screen. Anyone know what I can do to at least restore my PC before the update?

    You may try to boot from the Windows 8 DVD and try performing a System Restore from Windows Recovery Environment (WinRE).
    To perform System Restore on Windows 8 computer follow these steps:
    a. Restart the Windows 8 computer, press & HOLD Shift+F8, until you see the option Choose an operating system.
    b. When you see the screen Choose an operating system, click on Change defaults or choose other options.
    c. Choose the option Troubleshoot and select Advanced options.
    d. You may choose System Restore from Advanced boot option.

    New issue not sure if anyone can help. Last night my power went out as I was using my PC. When the power finally came back on I knew from previous experience I better check just to make sure all was good with start-up.

    I go through the process and then Automatic Repair starts from there I get stuck on choose your keyboard layout — much like the original post I am unable to use any eternal devices keyboard mouse they all freeze and or are not recognized.

    Steps I did but still no solution

    Ran recovery disk

    System restore — get error that antivirus maybe causing problems I believe the actual error code is 0x80070005

    Refresh — disk is locked

    Resent — unable to

    Went to bios to make sure everything was booting correctly even reset them.

    I read a million websites that basically give the same info of recovery steps none of which have worked for me.

    CMD: chkdsk c: /f /r/ /x (finalizing this now so we will see if anything works)

    I tried to reinstall windows 8 by keeping the files but (upgrade) and it says something like restart with media — so I am unable to do this

    Fortunately I have two hard drives and installed win 8 on my second hard drive. When I start up from the new win 8 I can see the HDD of my original disk. So I am wondering if there are some steps I can take from this point.

    yes, You’re right: it’s so frustrating. I go through all steps (even those bcdedit and so on), and regardless what I tried: I stuck finally at the «select keyboard layout»-page.

    Is there really nobody out You can lead us to NOT re-install Windows 8.1 from the scratch?

    If I want to refresh things I got the note that my drive is locked down. Setting drives to active with diskpart doesn’t work to me either. So: what is going on here?

    This is what my situation was for me. Hopefully this helps someone with the same issue.

    For me this screen popped up when I took out some old RAM sticks and put some new ones in. Immediately my motherboard reported an error with the RAM or just that a change was detected. I left the settings to automatic and continued on to land on the keyboard selection screen that would reboot if I chose to continue to windows 10. (Now that 10 is out I upgraded from 8.1).

    This happened a few times. I went back to the BIOS and reset it, similar result with sometimes another option to repair the PC or continue to windows. I tweaked a few settings, which were similar to how I had it before anyway. For some reason there was a new option to repair the disk but I chose to restart. And then randomly after trying many different things, the windows loading screen offered to check the disk and «repair» it.

    I let this go repair the disk for whatever reason, and then it gave me the option to boot «Windows 8.1». I chose that, I guess, and it booted into my Windows 10

    o_o What was going on? I have no clue why it randomly checked the disk and repaired it after restarting it and tweaking the normal settings around. Maybe trying to repair the startup process (one of the advanced options or whichever) will do the same thing and repair it?

    Weird stuff. I’d say to try tweaking settings around first, if you know what you are doing, and it might ‘magically’ come back to life. The keyboard layout selection had nothing to do with my keyboard. or anything for that matter.

    Hi everyone hope your all staying safe, my laptop has joined the covid 19 syndrome and gone into lockdown, I am stuck at, choose your keyboard layout i have spent the last 5 hours trying every cmd prompt available to get it to reboot from the correct drive, i really dont know where to turn next, when i start up the first screen i see is choose your keyboard layout then i am given the options for troubleshoot but none of them will repair the LT, i tried to download the windows 10 recovery onto 2 different USB on this pc but kept getting an error and they would not download??

    i am running win 10

    any help is truly appreciated

    I assume you have access to another computer?

    Do you need any data off this computer and if you do you you have another device to store it on? Download the iso option using the Media Creation Tool. Not the option to create a bootable USB or DVD. What is the make and model of the computer?

    If you don’t have another device see if you can get into reset by doing the following. Cold boot the computer and when you see the spinning circle press the power button until it shuts down. Do this two more times. The Advanced Recover Options will open. From there see if you can boot to Safe Mode or do a Reset with the option to keep your files. All your programs would need to be reinstalled. If your files are in any other location than documents to downloads they may be lost.

    Hi thank you for replying, yes i do want to save the data, the troubled machine is a HP laptop with a 250gb sdd start up and a 1TB data (D) drive, all data on D drive needs to be saved, cold starting 2-3 times did not work, still cannot run ISO file to USB it gets as far as verifying download and then says there was a problem running this tool same for the USB file

    Are you saying when you ran the MCT and selected iso download it failed? If all your data is on a separate d drive then there is no worry. Just to confirm the HP has two drives, one SSD and a HDD? FYI, your browser bookmarks are probably on your SSD. Those are backed up?

    If you have another computer then download the iso file directly from Microsoft using Windows iso downloader. Run the tool and select your Windows 10 version. When finished post back. What OS is on the computer you have access to?

    Edit: Tapping Esc at boot will bring up a menu allowing you do do a system diagnostic for possible hardware failure.

    ok. brain dead, not sure what MCT is but tried to run usb download and iso download and it would not download, i believe the HP Laptop has 2 drives, maybe i should open the laptop to check, tried downloading on 2 different pc,s the iso to usb, both failed, clicked on your link, lots of popups, and only asked me to save to usb and not run as microsoft suggests, started a 2 hour download

    Go ahead and do the diagnostics first. Tap Esc at boot and a menu will give you the option to do a full system diagnostics.

    I’m not sure why you got all the popups on the iso downloader. You need to get an Windows 10 iso before we can clean install the OS.

    MCT is Media Creation Tool from Microsoft. I’m not understanding iso to USB. Do you mean save an iso file to a USB or do mean creating a bootable USB from the iso file. The Media Creation Tool allows you to download only the iso file instead of automatically building a bootable USB flash drive. If you try to save the iso file directly to a USB flash drive that’s formatted FAT32 it will fail as the iso download is over 4GB.

    The Windows iso downloader should allow you to save to the hard drive and not to a USB flash drive.

    Hi John, ok this is what i am trying to do, I want to get safe mode up and running so that I can save data from C&D Drives, I have read that if I save a ISO to usb I can then use this as a bootable drive in the laptop to get into safe mode option, Microsoft iso download site says this

    Using the tool to create installation media:

    1. Select Download tool now, and select Run. You need to be an administrator to run this tool.
    2. If you agree to the license terms, select Accept.
    3. On the What do you want to do? page, select Create installation media for another PC, and then select Next.

    Select the language, edition, and architecture (64-bit or 32-bit) for Windows 10. This table will help you decide which edition of Windows 10 you’ll choose:

    Select which media you want to use:

    • USB flash drive. Attach a blank USB flash drive with at least 8GB of space. Any content on the flash drive will be deleted.
    • ISO file. Save an ISO file to your PC, which you can use to create a DVD. After the file is downloaded, you can go to location where the file is saved, or select Open DVD burner, and follow the instructions to burn the file to a DVD.
